CDBG Pre-Applications Open Now Until June 22

Missoula County is seeking eligible housing, public and community facilities, planning and economic development project proposals from local organizations to apply for Community Development Block Grant (CDBG) funding.
Missoula County will evaluate project eligibility based on U.S. Department of Housing and Urban Development (HUD) criteria for CDBG funding through a pre-application process.
Eligible organizations include water and sewer districts, schools and for-profit and nonprofit organizations. The CDBG program requires that at least 51% of residents benefitting from the project are low- to moderate-income people or households based on Missoula County Area Median Income (as an example, a four-person household earning $86,650 or less per year).
Some projects require at least 25% match from the applicant; applicants who have secured additional project funding will receive more favorable consideration.
Examples of previous successful CDBG projects include the YWCA Meadowlark Family Housing Center, improvements to the Buena Vista Community wastewater system and the Housing Montana Heroes Veteran Housing Project.
Examples of ineligible projects include individual home renovation projects and fixing roads and bridges.
The Missoula County Grants and Community Resources department is accepting pre-applications for projects that fall under one of these CDBG categories:
  1. Planning (like preliminary architectural or engineering reports)
  2. Affordable Housing Development and Rehabilitation (like fixing currently available affordable housing that has critical health and safety deficiencies or development of affordable housing)
  3. Economic Development (like assisting businesses with job creation, job retention and job training through low-interest loans)
  4. Public and Community Facilities (like updating wastewater systems, rehabilitating schools or developing a mental health facility)
The purpose of this pre-application process is to identify competitive, shovel-ready projects that meet state and federal program rules and align with the County’s community development priorities.
Montana receives approximately $6.1 million in CDBG funds from HUD every year. These funds support housing, public infrastructure and community facilities that specifically serve low- to moderate-income households or communities.
